When photographing American NTSC TV, the shutter speed must be set slower than 1/30 second. American TV paints a picure 29.97 times a second (30 frames per second). Therefore, anything faster, in this case 1/100 second, a black bar appears. By the way, this is a lifeguard as he appeared on TV.
